As a native Charlottean and former Charlotte-Mecklenburg Police Officer, he has dedicated his career to building trust between law enforcement and the community, fostering collaboration, and ensuring that safety and justice are shared responsibilities.
Adrian’s passion for public service aligns with the mission of the Pulse Renewal Project—to revitalize the heart of those who serve. His firsthand experience in crisis intervention, leadership, and advocacy gives him unique insight into the emotional and physical toll of frontline service. With over a decade of experience as a paramedic and her current role as a registered nurse in a high-acuity medical ICU, Andrea has dedicated her career to frontline patient care, responding to emergencies and advocating for those in need.
Her deep understanding of rapid response, patient advocacy, and interdisciplinary collaboration aligns perfectly with Pulse Renewal's mission. As a former lead paramedic and current member of a hospital rapid response team, Andrea offers a unique perspective on the emotional and physical demands of service work. She is passionate about fostering resilience, supporting mental health, and ensuring that first responders and healthcare professionals receive the care and resources they need to thrive.
Andrea's expertise in education, leadership, and system-wide protocol development makes her an invaluable asset to the board. BRIG. GEN. ALLAN R. CECIL
BOARD MEMBER
Brig. Gen. Allan R. Cecil brings distinguished military leadership and a steadfast commitment to service to the Pulse Renewal Project. With decades of experience in the North Carolina National Guard and having served as Assistant Adjutant General for Sustainment, General Cecil oversaw comprehensive logistics, personnel services, and health operations, ensuring readiness and resilience across the force.
A native of Mocksville, North Carolina, General Cecil's career is marked by a deep dedication to supporting those who serve. From deployments overseas to leadership at home, he has cultivated a deep understanding of the physical, emotional, and mental demands placed on service members and first responders. His leadership is grounded in operational excellence, strategic foresight, and a compassionate understanding of the human side of service.
As a board member of the Pulse Renewal Project, General Cecil is a powerful advocate for wellness, sustainability, and support for those who protect and serve our communities. His expertise in force sustainment and care coordination directly aligns with the Pulse Renewal mission to revitalize the heart of those who serve. Monica Mouer is the founder and Clinical Director of the Center for Family Transformation, where she integrates her expertise as both a counselor and consultant. A Licensed Professional Counselor Supervisor (LPCS), Monica brings over two decades of experience in trauma-informed care, family systems, and therapeutic leadership. Her commitment to holistic healing supports the emotional and mental well-being of those who serve, helping individuals and families thrive with purpose, resilience, and hope. -

He currently facilitates CenterShot Blue, an innovative community outreach initiative that engages law enforcement, fire departments, and sheriff’s offices to foster trust, mentorship, and holistic development.
